Japanese Releases and extra Tracks

This has really bothered me for quite some time, why is it exactly that whenever a band releases an album in the land of the Rising Sun, they tack on an extra song or two? Is it because Budokan is there? Is it because when MacArthur's constitution was adopted it disbanded the army, introduced sufferage, and added an extra song on to every American album released there? Someone fill me in.

In the 70s and 80s some of The lps sold in the Uk and in the USA were totaly different.
Case in point The Sweet Lp that had "fox on the run " on it. The British Version totaly lacks any synth on it. Just a observation.
