Low tuning string question

new strings. if i play tuned down to c# and i put new strings on, will my strings be better off if i tune up to a higher tuning to stretch them out, or will they be better off if i string it to c# to start with?

Better if you don't tune up first, I think. I find that strings sound their best that way.
