mp3panda.com is a site that distributes music in mp3 format. The main draw of the site is that tracks are $0.05 (yes, that is five cents). You pay in advance for $20 (I think) worth of downloads at a time, and then download the tracks whenever you want.
It is apparently legal - in Russia,
