Music is found in virtually every demographic, every populated region of earth. People who don't necessarily have their basic needs met still have music.
Music, IMO, ought to be considered a necessity. |

Shelter, well we are all lucky to live in a society where we can have a roof over our heads, though I still wouldn't call shelter a luxury. I dont understand how music is related to having a home, water and food. So I guess that answers your question.

Live music in performance - to most people, absolutely yes.
