Question Newb physics of Tuning?

How can you perfect tune if the string vibrations decrease in amplitude over time? In that case, can you guys recommend some decent hand-held tuner? No rackmounts or pedals. Thanks!

You don't need constant amplitude, only constant frequency. I am happy with my cheap Korg chromatic tuner.

Now, tuners are useful on stage, and perhaps for checking the intonation of your bass, but I suggest tuning by ear whenever possible just to develop that skill.
