paypal fee experts...

I know there are some scenarios where there are not fees for sending money...
what are they?

tied to your credit card?
from an active paypal balance?
what?

Always fees, 2.9% usually. Even for Paypal balances.

E-Check is much less though, I don't know the exact percentage, it MIGHT be free or like 1%. I have to check my account.

Flat $5 for an e-check; regardless of amount.

I know there are "fee free transactions," cause I've been on both ends of that...but have never been able to pinpoint exactly why...

Now, there are NEVER supposed to be fees for sending money. Only for receiving it.

Once you accept a credit card payment, you will always be charged the 2.9% fee. If you have only ever accepted money sent from a checking account, you won't be charged a fee. But, you also limit the number of buyers available to you.

The eCheck is the way to go.

One weird exception- they do not charge you if you send money to yourself, i.e. between two Paypal accounts owned by the same person. It doesn't help most people, but I found it useful a couple of times in the past.

No fee to transfer money from your paypal account to your banks savings/checking account.
