Shortly before 9 pm on Aug. 13, a crowd numbering in the thousands awaited the arrival of the country music duo Sugarland for a headline performance at the Indiana State Fair. With dark clouds massing overhead and heavy winds buffeting the stage area, conditions at the Hoosier Lottery Grandstand seemed ill-suited to an outdoor concert.
