power up speaker pop

I have a peavey X R 600 E powered mixer. I have tried every way I can to not get speaker pop when I power up and down. Everything is turned down, nothing conected except the speakers, and no matter what I get that scary pop. Powering up or down. I am using Acme Low B speakers. I know they can handle a lot of speaker excursion, but it still can't be good for them. Any suggestions? Can I turn on the amp without speakers connected and everything turned down, then connect my speakers?
