I changed my mind about this post because I realized after one response that it may be misunderstood by some.

Well, I'm pretty sure theft is a crime.

I'd just tell them you'll replace the bass with a newer easier to play bass, and that you'd be more than happy to take the old bass off their hands. All this with no cost to them.

I would tell them exactly what it is you suspect they have. Maybe even offer them a fair price for it. They could probably finance several student grade instruments for what that bass is worth. I'm not sure what the financial situation of the school system in NYC is, but around here they are cutting all these "non essential" programs like music. You could probably keep the music dept afloat for another year if you told them what it is they may have.
