Quick questions on vocals

Can someone clarify a couple things for me.

First up. For vocalists is there an Fb as seperate from E? I didn't think there was, but it came up during a band meeting where we were discussing playing a song a step lower than normal and both the vocalist and a guitarist kept referring to the key as "F flat". I thought Fb is just E?

Second...why do vocalists need to shift keys if they have octave ranges that extend beyond the one octave of notes?

Now, I don't mind shifting keys as such. We do it for Celebrity Skin (Hole) and All Over You (Live) and apparantly now with the new singer, will be doing it for more songs.

I just don't know why as such. Scary to think of really, what with the band hinting I should sing Bring Me To Life (Evanescence), which I feel is a pretty intense song to start with.

Thanks

Fb is the same as E... someone may be able to think in flats easier than sharps though, or may be easier to think a half step down like that to Fb rather than E.

Pepoles voices may lie within a range, but there are notes that lie better than others, depending on where they switch from "chest voice" to "head voice" for example. So a different key may be more comfortable or sound better.

It's easier for vocalists to sing in flats than sharps.

Fb is E, but nobody in their right mind would use that in notation because the key of E has four sharps while Fb would have six flats and one double-flat.

You could theoretically use it and think about it that way, but I can't imagine why.
