maybe they are really not human, just shredding robots built off the same prototype?

That's because the picture of Steve Vai is from the late 80s/early 90s and the picture of Sheehan is less than 5 years old.

So, of course he looks older.

That was one of the pics Vai had done for the Sex & Religion album ('93 I think) - he didn't keep those clavicle piercings for long!

Sheehan IS older:
Billy Sheehan — Date of Birth: 19 March 1953
Steve Vai — Date of Birth: 6 June 1960

They both made it big at the same time (in DLR band 1985), but Billy had been in Talas for years. Vai had done some legwork too (solo stuff+Zappa) but for a far shorter period.
