This has driven me nuts for over 40 years... drummers who leave their snare on during breaks, or worse yet, while other bands are going to play on the same stage. It tells me that the drummer is totally unaware of what he/she does and has no ears. It's Mickey Mouse.
Yes, it could hurt the acoustics of the room on a snare that's left on and not being played in a low volume situation. It doesn't hurt the drum any, though. Possibly just the enjoyment of your music, as So Low Bass pointed out.

I agree that it's annoying when left on, and thankfully both of the drummers that I've been fortunate enough to play with flip them off for the exact reasons you mention.
