Cat pee is pretty tough to get rid of.... Might be worth it to recarpet - maybe do something cool like some green shag!

Yeah, you'll want to re-carpet.

It's not a terribly hard task and your nose will thank you afterwards.

Charcoal removes most odors

Wrap the entire amp in a thin layer of tissue paper, then place it in a large plastic garbage full of charcoal. You don't need to cover the amp, just lay it on top of the charcoal and seal the whole thing up. In about two weeks, most of the nasty smell will be gone. I've done it with microphone windscreens and it works like a charm!

Peace, my friend.

Vinyl Maybe?

Yeah Lowe's is a good idea, Also think about another material, I have redone PA cabs acouple of times with naugahide or vinyl. I have found this type of material at a craft/fabric supply store (Joanns) It comes in various colors matte, etc. and has backing on it and usually can find remnants or mill ends which are cheaper. This has worked weel for me and it looks good too.

My carpet store ordered in the perfect stuff...It's not real cheap, so make sure you know how much you need, allowing for over-laps etc.

i would try the cheap/free cures first....there's a spray product that you can get for dog pee....check the pet store for a cat spray....the charcoal in a bag sounds interesting and if you can get some open air it would probably help some.....re carpet as a last resort
