strange looking base...help

Any one ever seen one of These? A buddy of mine bought this in mid 60's Chicago music store. It had a plastic name on the head (Noble) He took it off...(looked bad). Can't find any Noble music company's.
Trying to find some history. Any one have any ideas? Thanks!
