I'm pretty sure that's how they were made by Mr. Levin.

Drumsticks and tape, or some kind of fastener.

I bought a pair, they where something like 15$ new....

I still own one, brand new. Too bad I lost the other one I could sell them for twice of what I paid.

I have a pair and there are differences, the biggest one being the tips are coated. The coating makes the funk fingers grab like a real finger, also less clack than from just wood.
It is amazing what those are going for, but since they aren't made anymore, I might be tempted to sell mine.
