i've had a boss tu-2 pedal for about 7 years now and haven't had any problems with it. it's not the greatest if you're playing outside (only because the sun makes it hard to read the led's)... but other than that it's good. you can usually pick up a used one for $60.00ish. really, any chromatic tuner should be able to do what you're looking for.

I really like the planet waves pedal. It won't fit your price range, but I think you'll be unhappy with most of what you'll get in that range so please consider spending a bit more.

What's best about it is it finds notes very quickly, even low B (I've no experience below that) so you can finish tuning and start playing again.

I think you want get what's called a Chromatic Tuner which is one that can do any note, rather than a bass tuner that might only have settings for E, A, D and G, so that you can do your lower tunings easily.

You need to tell us if you want a pocket tuner, or a pedal which you can use in a gig.

The TU-2 is the one I am after, but I currently have a Korg CA30, and it works fine.

I also tune more often with the Pandora.

I also tune by ear while playing, it is not as hard as you may think, and the 5th and 7th fret harmonic method works like a charm.
