Oh yeah!

Dave Larue teaches at Bass Central just outside of Orlando. It don't get much better than that!

Some of the guys that teach at stores also teach elsewhere.

For example, Greg Vorhees teaches (bass guitar) at Fogt's Music in Sarasota, but also at his house in Bradenton.

I met a phenomenal double bassist at an Orlando restaurant last year.

His name is Tim Franklin.

His website: http://www.timfranklinmusic.com/Tim.html

If he does not teach, maybe he can recommend someone that does.

The OP asked about upright - Dave LaRue is a great bass guitarist, but he doesn't play upright.

I believe Richard Drexler, who plays upright bass and piano on Jeff Berlin's latest, still teaches at UCF in Orlando (although he lives in the Tampa Bay area). You might be able to connect with him through his web site - http://www.richarddrexler.com/

I'd recommend Mike Bloomer. His website is http://mikebloomer.com. He's an experienced teacher and performer in both classical and jazz.

+1 for Mike Hill and Richard Drexler. Both great players, teachers, and all around nice guys. Mike Hill is the principal bassist w/ the Orlando Phil, and Drexler (as already stated) is a member of Jeff Berlin's group, playing piano and double bass. Either would be great choices.

I highly recommend Logan Brown. My son takes lessons from Logan and he is really great! He went to Julliard on a full scholarship for the bass! He is located in Altamonte Springs. PM me for his phone number.
