Who knows Chas. Hamer?

Raymond Elgar mentions in his book "More about the double bass" (1963) Mr. Chas. Hamer from Washington, a double bass player who wrote a double bass method which is entitled "A complete school for the concert double bass player". Hamer was born in Leamington in 1889. He was a member of the Cleveland Symphonie Orchestra. Has anyone got more information about Hamer or even the method? Would make me happy!
