From a list of rules for the Blues Competition that ends in Memphis.
Rule # 1 (The No Mustang Sally Rule)
1. Blues Content: Everyone has his or her own interpretation of what is and is not Blues. Thus, any given three-judge panel will include members with varying opinions of Blues, covering the spectrum of Blues whenever possible, from the most traditional to soul blues and rock blues. Bands should pick material carefully. At the Memphis quarterfinals, semi-finals and finals, the judges are Blues professionals, not a bar crowd, and are likely to be unimpressed with song selections that are uninspired. (Call this--with all due respect to Sir Mack Rice (who wrote it and did it first) and Wilson Pickett--the "no Mustang Sally rule.") |

From what we have seen in our particular area, the "no Mustang Sally rule", as interpreted by our local judges from the statement "...are likely to be unimpressed with song selections that are uninspired", is extended to mean "no covers whatsoever".
By the way, this is a competition, not a gig. It is held in a bar and attracts a large crowd, but each band's performance is being scored competitively by a panel of five or so judges. The bar gig rules do not apply here. If we want to place highly or even win, we must play songs that please the judges, not songs that please the rest of the bar crowd.
Richland123 quotes this rule accurately. The judges in our area are indeed "Blues professionals" and the rules of song selection as we (and the other bands who place highly each year) interpret them mean, in addition to no covers, that we must be careful that each song we play in our allotted time is "blues enough".
The first year we competed we received comments that we were "a good rock band". This, of course, meant that some of the songs we selected were not "blues enough".

However, we still play it at just about every gig and it always gets people up dancing and singing along. When it fails to be popular with the crowds we play to then we will stop playing it.
