I cannot help but find the vision of a cyclist smoking a cigarette utterly comical. This is Mario Cippolini. 
This sort of combination also tickles me- $400 car, $4000 wheels- tell me I'm not alone.

In my old neighborhood in Oregon we had a strange combination of Lowrider (lowered, wheel extenders, Latino) combined with Ricer (Japanese car, Type R stickers, ludicrous spoilers/wings, fart can exhaust systems).
Generally you'd see like a rusty, partially primer gray 1993 Honda Prelude - with a fart can, 3' high wing, wheel extenders with 15" gold wires, tinted windows, and a giant Virgin Mary decal across the back window.
