I think that's who it's intended to be.

Valve have mentioned in a couple interviews that they'll be using Adrian Shephard again at some point in the future (Episode 3 maybe?)

I cannot wait for Episode 3, I wish the thing was coming out sometime soon :/. All of the Half Lifes are seriously the only computer game I will play anymore.

is valve even going to do an episode three? They've been completely silent about it.

They have been pretty quiet, but even Valve have joked about the difference between real time and valve time when it comes to releases. To be honest, they are the only company that can really get away with it!

I'm sure right back at the start when they were talking about moving to episodic gaming that they said it would be 3 episodes?

Half-Life 2: Episode Three is the third and final installment in the series of episodic expansions.[29] It is planned as the last episode in the story arc, although not necessarily the end of the Half-Life franchise.[30] No release date or other details have been announced, though some concept art has surfaced[31][32] as well as the possible incorporation of sign language into the game by including a deaf character.[33] In a March 2010 interview, Newell spoke of "broadening the emotional palette" of the series, and how the next Half-Life game may return to "genuinely scaring the player".[34]
From Wikipedia. Who knows how valid it is though.
