Yes I realise that happened under apartheid, but it would show a lot of political maturity if there was no benefits for anyone. Of course you would have to punish the ones that were in charge of apartheid.

lowsound | They're not "benefits", as many like to think. Things like affirmative action and EOE (though IMO very poorly implemented in the US) are in place to combat the effects of socio-racial hierarchy.
