Then, I'd suggest you just move out anyway.

He likes to use a brown grocery bag to put recyclables in, but never used to empty it. I started drawing a map of the property in sharpie on the bag with arrows pointing to the 90 gallon bins the city picks up. It worked, but I had to say something about it two times and put it in front of his food in one of the pantry's. Hasn't been a problem since.
