Sounds like an overactive imagination to me, possibly deranged, and no where in there can I see anything I would call "Detailed explaination of UFO's and how they work"
Some people will buy into anything. Maybe the kid is from Mars, but I can't say i'd believe him even if he was.

I don't buy into the story, but the kid is really smart for his age, and seems to be creating quite the buzz where he's from

Bullet trains run on regular track. I believe you are thinking of Maglev trains, which use electromagnets to float above a track, but they still require a track to work. You couldn't use Maglev technology to make anything fly.
Also, they don't work by 'pushing electricity through a magnet'. They work by pushing electricity through a coil of wire, which creates a magnetic field.
