| Use a screwdriver to short pins 6 and 8 and see if it turns on, that'll at least rule out the switch. Unplug everything except the motherboard's power connections and try it then.
My roommate got a new motherboard and had the same problem, we eventually took it out of the case and set in on the antistatic bag it came it, hooked up the power, and it started up fine. Put it back in and everything is running great; I guess it was shorting on the case somewhere. Keep that in mind if you're still having problems.
