Caller ID spoofing via the internet?

It appears to be legal, but I don't understand the technology.

You plug your number [land line / cell] into one of these sites, along with your target number and fake ID. I don't trust any of these sites with my number so I'm not going to experiment.

My question is: How the heck does this technology work? Is it really that easy to infiltrate the caller ID system that the phone companies have set up?

Oh, I suspect this won't be legal for long.

Several years back, when somebody found their way into Paris Hiltons phone, and got her voicemails, this is how they did it. T-Mobile, at the time, had an option that you didn't need to enter a PIN for your voicemail, if you were dailing from the phone itself.

Some of these sites have been around for years. I'll bet there's a thread or two in the OT about this.

EDIT: I checked the archives and came up empty.
