i've owned a dog that loved to chase rabbits in his sleep and that dog was an eejit too ..... i use 'eejit' as a loving term for dogs that do silly things

I wouldn't think so, looks like the dog was sleeping.

My current lady friend has a terrier with epilepsy and when he's having a seizure, it looks quite a lot like a human seizure does. I'm no vet, but I doubt that a dog of that size could stand up right after having a seizure of any kind.
I'd say that the dog in the clip is just sleepwalking/sleepchasing. My ex GF's two miniature Schnauzers did that all the time, didn't usually stand up though. Sometimes they barked too  .
