| Every website I've done (and I've done a few dozen now) starts with pen and paper. I put myself in the customer's shoes and ask what would be most important to a visitor arriving on my site and work out the basic navigation.
Then I draw a sketch of how I want my page to appear. Again, focus on your audience. A dark themed, flash-based page with automatically loading music would work for a band's website, but a hardware store would be better served with a clean, fast loading HTML based page. Always think of the end user first.
After that it's a matter of doing the coding. Basic principles of readability, clarity of message and consistency of theme should be observed.
Finally, check the site with several different browsers, ask web savvy friends for feedback and then register a domain name, find a host and publish it to a server.
