The current policy on Cannibis in the Netherlands (which is that posession of cannibis technically still illegal other than the seeds) has been in place since 1978 (see the Opium Act 1978). The crime boom that the article you linked talks about occurred in the mid-90's. Those two dates would indicate that the two are probably not related, but you could google crime statistics in the Netherlands to check it out if you wanted further correlation. However, your OP is faulty anway because dope is not legal in the Netherlands, its merely torrelated ie not prosecuted (this year, for example, 30 odd coffee shops had to close for being too close for schools).
