The new might be two fold. Yes, there are less people getting HIV, but is that caused by there being less people available to get HIV due to HIV already infecting most of the vulnerable?

I mainly posted that story because the stereotype of Africans being stuck in certain modes of behavior is so prevalent. As someone who has spent a fair amount of time in Africa, I know Africans are smart people who adapt to situations very quickly. As
SoonerMatt suggested, the main thing Africans needed was good information, and they would manage things as well as anyone else.
