Dispute on Ebay. When should I start it ?

Well, seems to be I`m cursed or something lately.
I bought an item at Ebay and payed with Paypal last Oct 10th. Asked the seller to confirm me once he shipped it but never received and answer.

Sent him 3 mails after that without success.

What should I do now ?

File a complaint through Paypal.

eBay has very specific guidelines as to when and how to file a complaint.
