I just recieved this email from Paypal.
We're writing to let you know about a change to your PayPal account.
Starting 8/29/2011, money from payments you receive will be placed in a pending balance for up to 21 days. By doing this, we're making sure that there's enough money in your account to cover potential refunds or claims.
Even though you can't access the money right away, please ship orders quickly and communicate with your customers. After 21 days, you can withdraw money from each payment as long as the customer hasn't filed a dispute, chargeback, claim, return, or reversal.
The money may be available sooner if:
We can confirm that the item was delivered.
Your buyer leaves positive feedback. (Applies only to eBay items)
This change isn't necessarily permanent. We'll review your account every 35 days and re-evaluate if we should continue to hold your payments. If we decide to stop holding payments, we'll email you to let you know.
Why are my payments being held?
We reviewed your account and determined that there's a relatively higher than average risk of future transaction issues (such as claims, or chargebacks, or payment reversals). We understand that it may be inconvenient to have your payments temporarily held but please know that we didn't make this decision lightly.
Before deciding to hold payments, we consider many factors. These factors include account and transaction activity, the rate of customer disputes, the type of business a seller runs, average delivery timeframes, customer satisfaction, performance and history.

Now anyone who knows me here and see's my feedback which by the way is the same for my ebay account. Knows that I don't sell junk and always take care of my end of the deal. As far as I am concerned this is just Paypal's way of keeping my money for a longer period of time to make more interest off of it. So not only are they going to take their fee's this blood sucking middleman company will hold my funds longer.
I am curious if anyone else has gotten this email. I have never had any bad transactions either here or on my ebay account. I plan on sending them a very not so nice email telling to take thier service and shove it. If it means I don't do business on ebay because you need to have a Paypal account to buy and sell on ebay then so be it.
Sorry for the rant but I am just pissed.

Never had a chargeback or any return at all. I have had over 2 dozen sale go through paypal without a problem. So if they consider me a high risk user then man they are sure paroniod.

November 2010, order 2 products from a company to be shipped to another (Viaddress) whose job/goal is to ship them to me, since the company they originated from doesn't ship to Canada.
Took 2 months for that company to acknowledge they finally received the products. I pay them and nothing happens. Filed a dispute & won within hours. Got an e-mail a couple of months back from the same company stating they're not backlogged anymore and can send the items. Called PayPal to make sure filing a dispute with the same company for the same reasons wouldn't be a problem ; I was told "no."
Processed the order. Only got 1/2 of the items. Filed a dispute. PayPal requested a police report. I go through the motions, but begrudgingly. Fax over proper documentation. I have proof I only got 1/2 items, but PayPal doesn't think the company is doing anything wrong, so I lost.
Bravo, PayPal.
I asked this about a million times in different ways and the supervisor acknowledged that this is the perfect scam. If somebody who isn't American pays you and you send them an empty box, as far as PayPal is concerned, the consumer got their product and can't get their money back through PayPal... ever. I couldn't believe he was admitting to this, but he did.
Sure hope some decent PayPal alternatives will pop up soon. I'm just glad that I lost about 80$ in that transaction, but can you image if it was a multi-thousand dollar bass or guitar? Yikes.

I had a not dis-similar situation with an EBay item I purchased, and only got my money back because I paid Paypal with a credit card. Paypal is entirely useless when it comes to protecting an honest party on either side of the transaction. |

I still haven't been able to hand over the money to the Japanese Red Cross because they've been holding the money. It's a little bit less than 2 thousand dollars. They said that I have to prove to them that I'm a nonprofit. I told them that this is not a business, this is just a group of people, many of whom are close friends, who wanted to help out. I said I can prove that one hundred percent of it will go to charity when we transfer it to Japanese Red Cross. I invited them to do it too. No response. I've provided them all the info they've asked for and still no response. I'm done with these guys. |

BTW I have used Paypal for nearly 10 years and had no issues. I've used them several times this year, including buying a Squier fretless from the classifieds here -- again, no issues. I don't understand why they're choosing to hassle some folks. |

They said, we're not closing it, you just can't withdraw it. Stupid. I've got this money sitting there and I asked the Japanese red cross if maybe they could make a plea on my behalf but they couldn't do anything.
I have a feeling that they're squeezing me for fees. As a non profit, I don't pay any transaction fees. They wanted me to show them proof that I've filed for a non profit legal status, and I informed them that this was just a temporary thing before we went out there (which subsequently never happened) and that we planned on donating everything, plus our own contribution to a charity there in Japan. They didn't like that. So I showed them the facebook group that I started. I got no response back at all. They asked me to send an email to them explaining my intentions, and I did. Never heard back from them. Then I called and had to explain the whole thing over again. Went around in circles. I even offered to transfer the entire amount to the Japanese red cross. No response again. So the money is just sitting there. It's been there since April. Infuriating. |

The problem came when I wanted to unlock my account. I had to make phone calls and jump through hoops, and to cut a long story short, it was 4 months before I could use my account again. Ridiculous.
