eBay fees - How do they work?

Now, I'm not ebay expert. However, I've read: http://pages.ebay.ca/help/sell/fees.html and just wanted to make sure I understood correctly.

My first question is regarding the insertion fees. According to the above link, if the value of what I'm selling is over $500.00 or more the insertion fee is $4.00. However, when I was up to putting my ad online, the fee was still $0.00. I guess it would be charged once I actually put the ad online?

My second question is regarding the final value fee.
"8.75% of the initial $25.00, plus 3.5% of the initial C$25.01 - C$1,000.00, plus 1.5% of the remaining closing value balance (C$1,000.01 - closing value)"

So let's say I would sell an item for $1,650. The final fee would be (8.75%) of $25.00 + (3.5%) of $975.00 + 1.5% of $650?

Say I put my bass on ebay and sell it here. If someone has already bid on the bass, can I remove it?
