| My favorite was when ConEd upped the rates before summer one year. That summer wasn't very hot, so people used their air conditioners less than expected, and thus, power consumption was lower than projected. ConEd then decided to charge their customers an Extra Capacity fee. In essence, they were actually charging customers for not using power.
There was a lot of outrage at the time, so they put out a press release saying that it's a standard policy, and that also, if ever the situation were to arise that demand exceeded capacity, the fee would be reversed, and peoples bills would actually go down. Of course, in actuality, when demand exceeds capacity, NYC gets rolling blackouts, and nobody sees any kind of refund.
Legal monopolies. They're something.
