| Facebook ads, fluffing the numbers?

I'll try to keep it simple. I created an ad for my band in South Korea. I pay only for those times when people click on the ad. The only criteria I used to target the ad was that it was for folks in South Korea only. Over the period of about 4 days the band picked up 60+ new "fans". These are all folks I've never met, which is good, but they are also people who have 100% of their info blocked from view. I'll also add that, just from their pictures and the languages they have their names in, I'm not really sure they would be interested in my rock band. I know that sounds sort of discriminatory but I sort of doubt a woman in a full burka is gonna be terribly pumped to know what my band is doing or want to come see us.
I wonder if FB is somehow fluffing the numbers to increase my charges or motivate me to expand my campaign. I'm finding FB to be a less than optimal tool for gauging gig attendance, fan base, and feedback.
