Reboot and log in as Admin. Something is running that needs access to that file. Chasing down file dependencies is as much fun as cleaning corns from your grandma's feet.

Boot into safe mode and delete it. Whatever is using it won't be allowed to start in safe mode.
EDIT: Restart and press F8 to get into safe mode

Is this on the IPOD's drive, or the computer's drive? There is a difference in the right answer.

If it is the computer then the above suggestions should work. If it is the IPOD's drive...

(This will also work on the computer if the other suggestions did not.)

Plug in your IPOD, open explorer, and note the drive letter and path to the bad file. I will assume it is E:\music

Start->Run->CMD (enter)
cd e:\music [or path to directory with bad file] (enter)
del [name of bad file]

Close the command window.

If you get a "file not found" error, do a dir (enter) and make sure the file is there and named what you think. The IPOD software works in a strange way when reporting to windows.

Do a google search for 'Unlocker'. It's a nifty little program that might help.
