I've been hearing more and more of this lately (groups of black teens attacking white people at random). Especially here near me in Philly and more recently in WI. I'm not sure if this is selective media "shock and outrage" type reporting where race is being thrown in where it's not truly a factor or if we're truly looking at some sort of new "in thing"...hope not, this is really despicable if so.
It's wrong regardless of racial aspect or not, but in relation to "hate crimes" I would think that this fits the bill.
I have a few articles that I was reading but based on the sources, I'm not 100% about their validity. (hence the asking for incite here) Here's a for instance though: As video of assault emerges, have 'flash mob' race attacks spread to other cities? BTW, summer heat plus unemployment are a catalyst for every form of violence and such. domestic abuse and suicide are proably very high right now. i just lost an excellent drummer/friend to suicide just last week. STUNNED!!!

But, in the face of hate crimes specifically, yes. I do believe it matters. Not the makeup of the races mind you, but the attacks based ON race.
That the violence should not happen at all is the primary issue though for sure. Absolutely.

But if the attacks are racially motivated (notice I did say "if"), then surely the racial backgrounds of attackers and victims are pertinent to any discussion of the issues raised by the OP?

What is appropriate to base a violent attack on? | Nothing is appropriate. However in the face of hate crime laws, would gangs of folks of one race, singling out and attacking another based on color alone, not constitute a hate crime?
I would think it would so long if it can be proven that race was the motivating factor.
That's the part that I'm unsure about - was it the motivating factor, hence the thread.

In fact... I'm not sure of the validity of any damn thing I read anymore. Generally, the media these days sucks. It's like you can't just read something, you have to immerse yourself into researching it to get anything anywhere near "the real" story.
