You are never going to look like a bodybuilder doing Oly or ballistics, but the lifts should be blowing your arms up, especially anything where you support the weight over your head. About 6 months ago I stopped lifting all together and now I just do kettlebells and crossfit stuff and I have gained at least an inch on my arms.
Since this is also a tattoo thread, I will post this picture. I am a little soft in the middle in this pic, but this is all from Olympic style lifting.

I know my tri's are bigger than when i started out a few years back, but I mainly put that to my mingling with the bench press. Never really measure sizes, if the weight goes up, thats what counts
