They just launched Google Voice integration into the Gmail chat client. I gave it a try and it worked like a charm.
Canada/US calls are free for 2010.

The "regular" contract should state that only outgoing calls count as long-distance, but I know my brother gets all long-distances charged.

Will my phone be charged for this? | Yes, because you are in Canada and Google Voice is based in the United States any call you make OUTSIDE Canada is subject to charge and any cal made to you FROM OUTSIDE Canada is subject to charge as well.
Edit: Looking up the long distance rate to Canada it is listed as free, so apparently its free for you but you can still be charged for other international calls.

This Voice service doesn't give you a phone number, so it shouldn't replace the actual phone anyways.

No charge for either call.
My Google Check-Out still shows a 10-cent credit - the same it was when I started.
I called from my desktop to land-lines each time and they said it was more clear and had no latency or drop-outs at all. So - the quality of the calls were much better than even using my land-line to their land-line.
There were no International Dialing Rules that got in the way either. I just started the GTalk IM first, then dialed their numbers and it went through without any hang-up at all and certainly NO CHARGES.
That might be a work around for the charges if you start GTalk first.
Maybe Google is out to kill Verizon next. Hope so - right after the new Google OS is fully up-n-running and hurts Micro$oft first. |

Google Voice is not available in your country.

I work part of the time in a control room with no cell access, but I need to make tech support calls from there. Hopefully if I add speakers and a webcam with mike to the computer in the console I can make calls from it over the network. It would really help if I could access (and provide) technical support without running out of that room into the hall.

But all that information about your calls will be routed through Google. Google will know everyone who called you and when they called. They'll have records of your voice mail, and because they offer free transcription, it means they'll have not just the voice, but text of your calls as well. They'll have recordings of your phone calls --- and I would expect them to offer transcriptions of them as well, which means they'll have the transcriptions as well as your calls.
