Your printer requires a "high speed" USB connection (USB 2.0) and OS X 10.3.9 or later.
Mac OS 9.2.x only supported USB 1.1. (IIRC USB 2.0 support began under OS 10.2.8.)
You can try
DeskJet USB Series Driver 4.1.3 but it likely won't work with your printer.
Your next $0.00 but time-intensive (and long shot) option would be to try
Ubuntu for PPC.
Your next best option would be obtain an install DVD of the final version of OS X which can run on your machine (it's likely a "reference release" of OS 10.4.x but I'm not sure. Please do some research and confirm the resulting info from at least three independent sources). Apple hasn't sold these for years and I don't believe they are giving them away free just yet so you'll have to flush one out on a Mac forum.
Your final option (short of buying a newer computer) would be to track down an HP printer model supported by DeskJet USB Series Driver 4.1.3. But one should expect that by now it'll be worn out and obtaining ink cartridges for such an obsolete unit may be a problem.
