Nooses are really hard to tie.
I need one as part of my Halloween costume and I just cannot tie this thing for my life. At Least I still have a couple days.
But I cannot imagine tying one every execution.
Maybe they would just re-use them... |

A good noose only takes about 3-4 minutes to make, then again, I was a boyscout.

i tied a noose to get my knot tying badge in boy scouts

13 loops (or 7) is the way to go.
A tie is a LOT harder IME, unfortunately a noose doesn't quite cut it as a substitute  .

It was thought to be more humane than just letting somebody slowly strangle.
