First of all, yes I am a noob at ebay.
I just bid on an item that I just noticed in the description says for pickup and local delivery, but it says shipping is $12 by UPS, so I'm not really sure which it is, and if it is for local delivery then how can I cancel my bid? The seller has 68 transactions and 100% feedback.

My guess is that it's an option that he had for a previous auction of his, and just forgot to remove it for this auction. Ebay will fill in shipping/returns sections based on what you had there before.

The literal interpretation of his auction is he will ship or allow local pickup. Interestingly, "local pickup" is a checked box option when you set up your auction, and it seems a little suspect that he would emphasize that in the item description (even though it doesn't say "only"). Could be a mistake, good thing you asked for clarification.
