I agree with Greg and JAUQO....every major city in the world has a section where you can get shot at or killed in some other way. Maybe those sections are bigger in some cities than others, but it's not like you can find a city that is safe everywhere. Just be smart and keep your wits about you. I'm a pasty white dude. You think I'm going to go rolling through Compton sporting an attitude and trying to pick a fight with someone?

However, arriving on a plane with the pilot announcing, "the temperature in Chicago is four degrees," puts a damper on me wanting to live there.

I lived in Rogers Park, the last neighborhood before you hit Evanston up north. I was two blocks from the lake and a 30 minute walk (along the lake) to Evanston, which is the home of Northwestern University. Nice campus.
Those were the days. I lived in a two bedroom basement apartment (could have easily been 3 bedrooms, it was huge) and paid $525 a month. That was 15 years ago, though.
Not sure how Rogers Park is anymore, but I still have friends that live up there. Beautiful when I was there. 35 minutes to the Loop (downtown)...
