Internet Explorer Scrolling Issue

I recently did a Windows XP system restore and just got my graphics card working properly. However, whenever I scroll up and down pages in Internet Explorer, the response is extremely slow. I also notice this when moving around different program windows. Any idea what settings I can adjust to fix this problem?

change your scroll speed settings in the control panel.

Yeah, it should be under wheel. At least it is in my computer.

i don't know much about windows anymore, but is the scrolling only messed up in IE?
see if firefox or safari has different results
