With him being an STG member, he is showing off those tattoos intentionally as a way of showing pride for being in his gang. The Sureno's, which is who he is affiliated with, are very well known for doing this. I can't tell you how many I see with similar tattoos on their faces. It's also an open way of showing disrespect to their rival gangs. If they were to cover their own tattoos, they would essentially be either disrespecting their own gang or they are covering the tattoos because they want to tap out and leave the gang but most of the gangs have rules of the only way out is death or being severely beaten out and then in many cases you are considered an enemy of your old gang as well as still an enemy of your old gangs rivals too.
A lot of these guys also don't care if they get caught or convicted because they look at prison time as a badge of honor. With the Sur's, they have women on the outside that send them money to support them while they are on the inside. Basically, he will go to prison for X amount of time and the female Sureno's will send him money each week to buy canteen, his television, extra clothing etc. that makes life easier for them on the inside.
