It seems a court in the U.K. has barred an intellectually challenged man from having sexual relations. I first saw this in the Daily Mail and didn't believe it, so I googled and the story looks legit. Quote:
The 41 year-old had been in a relationship with a man whom he lived with and told officials “it would make me feel happy” for it to continue.
But his local council decided his “vigorous sex drive” was inappropriate and that with an IQ of 48 and a “moderate” learning disability, he did not understand what he was doing.
A psychiatrist involved in the case even tried to prevent the man being given sex education, on the grounds that it would leave him “confused”.
Mr Justice Mostyn said the case was “legally, intellectually and morally” complex as sex is “one of the most basic human functions” and the court must “tread especially carefully” when the state tries to curtail it.
But he agreed that the man, known only as Alan, should not be allowed to have sex with anyone on the grounds that he did not have the mental capacity to understand the health risks associated with his actions.

Since "Alan" has an IQ of 48 and isn't capable of living independently he is legally a ward of the State and the courts have the responsibility to act to protect his interests including health and safety.
This isn't unusual that restrictions are placed on the mentally incompetent that limits their behavior. They might be prohibited from drinking alcohol, for example, or they may be required to keep certain hours in their group home or have to work at a job determined by a court appointed guardian. Often, such a guardian may prevent the ward from being in contact with particular people if having a relationship might be considered potentially harmful. They often do prevent sexual relationships with others on the grounds that the mentally incompetent person isn't able to legally consent to sex. It does happen that people are prosecuted for sexual assault or rape after having sexual relations with mentally handicapped adults.
In the U.S., the courts tend to be very cautious about treading too heavily on the rights of the mentally incompetent, but it is a necessary duty for the courts to protect people who can't make decisions for themselves from their own lack of judgment.
