During that time people with legitimate issues that included a missing person, spousal abuse and two robberies were also trying to call in, department spokesman Steve Whitmore said.
The police should charge him with obstruction of justice as well as being an accomplice to any and all crimes that were commited in the 3 hour time frame that he had the phone lines jammed.
