need help in identifying a movie

ok this has been bugging me for some time and the classic rock station uses the phrase as one of there drops. so I will try to explain it the best I can. I think the actor is Crispin Glover that says it. IF I am not mistaken he is being introduced to his friends little brother or something like that and he looks at the kid and says in a kind of goofy voice...."Hey Creepy" Thats all I kind of remember cause it has been so long since I have seen it. does anyone know what movie this is?

I actually have IMDB book marked and I use that site quite often but I dont know how I would use it with just knowing a certain phrase or guessing that Crispin Glover is the one who even said it. Thanks though

there lines always busy and later on there playing this game where whoever wins gets a pair of eric clapton steve winwood tickets. I never get through....I'm sure someone on here will know what movie I am thinking of.

If it is indeed a Crispin Clover film this would probably be it. As I remember, there is a little brother involved in that movie.
