i can understand puerto rico wanting to do something like this, although i can also see how it would be a pain in the butt to deal with.

But, what I don't get at all is why this is done so seemingly "all of the sudden"? You're talking only 3-4 months for millions to get it updated. I can see this leading to all sorts of problems. Just doesn't seem to well thought out to me.

The way I found out about it was my supervisor at work brought in a local newspaper with an article in it about this. It makes sense to me, that PR wants to stop the birth certificates being sold illegally. But I agree, it's going to be a pain in the butt.
