They didn't say anything about running a daily drink special. I am sure there loopholes to exploit.

The big beef was giving people 2 hours to drink cheaply. Advertise a cheap price all day for a particular beverage you aren't setting a timeline.

They basically just turned happy hour into happy day. Just create daily drink specials.

That could be seen as a huge backfire at least IMHO.

They've been tackling happy hours around here, too. It's still allowed to sell discount drinks, but you cannot advertise it outside the pub.

they say its all for our own good

but if everyone stopped smoking and drinking tomorrow theyd be in a fine pickle loosing all the tax revenue

Exactly. And to quote an expert whose name I don't remember, "If you want another French revolution, cut them the cigarettes and antidepressants."

The licensing of the sale of alcohol has always been regulated by the government (like the license to drive a car). It would seem odd, to me, if the entity that controlled the licensing wasn't able to put conditions on it. FWIW.
